Functions

1. National Center for Satellite Positioning Station Network Management (NCSNM) is a business unit under the Department of Survey, Mapping and Geographic Information Vietnam, with the responsible for building, managing and operating the national satellite positioning station network and managing geodetic infrastructure works; building, updating the surveying and mapping database to serve the state management function of the Department; providing consultancy and services in surveying, mapping, and geographic information in accordance with the law

2. National Center for Satellite Positioning Station Network Management (hereinafter referred to as “The Center”) has legal personality, has its own seal, and is authorized to open accounts at the State Treasury and commercial banks in accordance with the law; Headquartered in Hanoi capital.

Missions

1. Advise the Director General of building regulations the Center's long-term, medium-term and annual plans; programs, projects, tasks on surveying, mapping and geographic information as assigned; organize implementation upon approval.

2. Participate in developing national technical standards and regulations, economic and technical norms, and product unit prices as assigned by the Director.

3. Manage, operate and maintain the national satellite positioning station network and national surveying base points; store, process and collected data from the network; build and update the national surveying original data system and the data system of national surveying networks; and basic surveying infrastructure works under the Department's jurisdiction.

4. Conduct monitoring and researching earth crust movements to serve natural disaster warnings and climate change response; build and update national geographic database; establish and update national topographic map system.

5. Collect and process aerial imagery data to serve surveying and mapping tasks.

6. Standardize geographic names to serve the map creation; build and update the database of standardized geographic names.

7. Perform public services of providing information and data received from the national satellite positioning station network; Collect, remit, manage and use fees for exploiting and using information and data received from the national satellite positioning station network in according with the law.

8. Provide consultancy and services in surveying, mapping, and geographic information as permitted by law; participate in scientific research; apply and hand over technology; and engage in international cooperation activities in the field as assigned.

9. Implement administrative reforms, practice thrift, prevent waste, and carry out anti-corruption and anti-negative practices within the Center’s management scope in accordance with the Department’s programs and plans.

10. Manage the organization, job positions, workforce size, officials, employees, finances, accounting, and assets under its jurisdiction in accordance with the law and the Department’s delegation; fulfill responsibilities as a state budget-using unit as required by law.

11. Perform other duties assigned by the Director General.

Center Leadership

1. The leadership of the National Center for Satellite Positioning Station Network Management has a Director and Deputy Directors according to regulations.

2. The Director is responsible to the Director for assigned tasks and is legally responsible for all activities of the Center; submits to the Director for regulations on functions, tasks, powers and organizational structure of the Center's affiliated Centers; issues decisions regulating functions, tasks, powers and organizational structure of the Center's affiliated departments; and promulgates working regulations and manages the Center’s activities.

3. The Deputy Director assists the Director in monitoring and directing certain aspects of work as assigned by the Director, and is responsible to the Director and before the law for the assigned areas of work.
